Job Purpose

Manage the activities associated with new Fuel Receipt, Refueling during outage periods, and Reactor Vessel Disassembly and Reassembly to ensure that the Barakah Nuclear Power Plant (BNPP) Outages are supported in accordance with industry best practices and performed to the highest standards of nuclear and personal safety.  
Provide coordination and oversight of service providers during Pre-Outage, Outage, and Post-Outage ensuring resources are available, coordinated, and scheduled to meet outage schedule demands, ensuring critical and near critical path activities are not impacted. 

Key Activities, Responsibility & Accountability

Turbine and Refuel Services Management
Responsibilities and Accountabilities:  
•    Manage the work of the various leads and the service providers in their areas of responsibility to identify progress and performance issues.
•    Engage with Outage Control Center (OCC), plant and vendor management to address high level issues related service provider and ENEC Operations staff performance and schedule modification requirements.
•    Ensure support to forced outages and down powers to ensure that specialized resources are available in a timely manner.
•    Ensure that key milestones are identified well in advance and communicated to the leads and service provideers so that workers, infrastructure and equipment are staged and ready.
•    Liaise with outage management, maintenance and contract performance management to identify upcoming requirements for their areas of responsibility so that requirements for specialized or scarce resources can be projected.
•    Monitor the progress of multiple outages to ensure that service provider and ENEC Operations staff resources are being appropriately utilized between units.
•    Develop and maintain relationships with key vendors in their area of responsibility to ensure that vendors are developing and maintaining the proper depth and breadth of capability to meet the needs of BNPP outage requirements.
•    Establish management expectations including a robust safety culture providing personnel with an open environment to raise issues and concerns, to ensure that expectations are aligned throughout the department.
•    Support effective management systems in the Turbine and Refuel Services organization to fulfill the Operating License and regulatory requirements.
•    Engage with the nuclear industry on best practices, operating experience (OE) and lessons learned to foster a culture of continuous improvement within the Turbine and Refuel Services organization.
•    Support on IAEA inspection Physical Inventory Verification (PIV), Design Information Verification (DIV) and Physical Inventory Taking (PIT).
•    Manage Reactor Pressure Vessel (IHA) Integrated Head Assembly Disassembly & Re-assembly including vessel internals such as Upper Guide Structure (UGS) & Core Support Barrel (CSB) and other activites such as; removal and re-Installation of  components such as push and pull cables, Reactor Vessel-Stud bolts and plugs, stud hole inspection & plug installation, etc.
•    Manage activites associated with Core Loading & Unloading.

Staff Training and Qualification
Responsibilities and Accountabilities: 
•    Ensure staff meet the management expectations, standards, goals and objectives for training, and communicate these to all assigned personnel to support enhancing their capability and competence.
•    Identify and define internal and external training requirements and opportunities for the personnel involved in Central Turbine and Refuel Services processes.
Activity: 
Outage and Emergency Response Organization (ERO) Support
Responsibilities and Accountabilities: 
•    Support outage and/or the emergency response organization, as assigned, to ensure safe, reliable and continued operations; this may require shift work/off hours support
Operational Planning 
Responsibilities and Accountabilities: 
•    Provide input into the development of the Division’s systems, processes, and procedures, as well develop, and implement the Department’s systems and processes, identifying potential areas of improvement to ensure efficient, effective, safe and risk-free operations as well as compliance with corporate and regulatory requirements.
•    Monitor, control and report Operational and financial Key Performance Indicators (KPIs) related to the Department, to track performance and recommend corrective or mitigating actions.
•    Ensure that all relative reports are prepared timely and accurately and meet the Department’s requirements and standards

Professional Certifications

Qualifications

Diploma or Equivalent. 

Experience

•    7 years of  relevant experience, out of which:
- 2 years Nuclear Power Plant experience.
- 1 years in a Managerial role, incuding:
i.    Nuclear power operations.
ii.    Refueling outage (or initial fuel load).
iii.    Startup Testing.
